1. Make its presence known. Do what you need to do to make sure visitors to your website see and click on the reciprocal link. Put the in areas most frequently visited.

2. Keep it equally beneficial. Have some respect for fellow sites when it comes to swapping links. Don’t expect them to post your link on their main page, while your posting theirs at the bottom of a page that no one visits. Keep it equal, and keep it fair. Do unto others, as you would want them to do to you.

If you really want this to work, you need to promote your partners, and ensure they do the same for you. Most people pay no attention to links on other sites, unless you make them stand out.
